Government Prioritises Infrastructure and Productive Investment to Accelerate Economic Growth

 

Accra, Ghana – The Government has reaffirmed its commitment to investing in critical infrastructure and productive sectors as part of its strategy to accelerate economic growth, improve competitiveness, and create sustainable employment opportunities.

Presenting the 2026 Mid-Year Budget Review in Parliament, Finance Minister Dr. Cassiel Ato Forson said public investment would continue to focus on projects that deliver long-term economic value while supporting the government's broader fiscal consolidation agenda.

 

The emphasis on productive investment is expected to strengthen key sectors of the economy, including transport, energy, agriculture, digital infrastructure, manufacturing, and industrial development.

 

Infrastructure Remains a Key Growth Driver

Infrastructure investment continues to play a central role in Ghana's economic transformation agenda. Improved roads, ports, rail systems, energy networks and digital connectivity are expected to reduce the cost of doing business, improve efficiency, and attract private sector investment.

 

Reliable infrastructure also enhances Ghana's competitiveness within the African Continental Free Trade Area (AfCFTA), positioning local businesses to access larger regional markets.

 

Agriculture and Agro-Processing Receive Continued Attention

The government reiterated its commitment to increasing agricultural productivity through investments in irrigation, mechanisation, storage facilities, and value addition.

Strengthening agro-processing industries is expected to reduce post-harvest losses, improve food security, create jobs, and increase exports of value-added agricultural products.

Industry experts believe greater investment in agriculture will also support rural development while reducing Ghana's dependence on imported food products.

 

Digital Transformation Supports Business Growth

The Mid-Year Budget also highlights the importance of digital infrastructure in driving economic development.

Continued investments in broadband connectivity, digital public services, and technology-driven innovation are expected to improve service delivery, enhance financial inclusion, and support the growth of Ghana's digital economy.

For businesses, improved digital infrastructure can lower operating costs, increase productivity, and open new opportunities in e-commerce, fintech, business process outsourcing (BPO), and other technology-enabled industries.

 

Manufacturing and Industrialisation

Government's focus on productive investment is also expected to support manufacturing by improving access to industrial infrastructure, energy, logistics, and financing.

A stronger manufacturing sector could increase local production, reduce import dependence, create higher-value jobs, and expand Ghana's export capacity under the 24-Hour Economy agenda.

 

Private Sector Expected to Play a Bigger Role

While government continues to invest in strategic infrastructure, officials emphasised that private sector participation remains critical. Public-private partnerships (PPPs), foreign direct investment, and domestic private capital are expected to complement government spending in delivering major infrastructure projects.

Business leaders have welcomed the renewed emphasis on productive investment, noting that quality infrastructure remains one of the most important drivers of business competitiveness and economic expansion.

The 2026 Mid-Year Budget reinforces the government's view that sustainable economic growth will depend not only on sound fiscal management but also on strategic investments that expand the country's productive capacity.
